Synopsis
1950年代，村长吉春林（奇梦石暂无内容饰）在治淮工地上，深受集体主义思想教育。完成任务回村后，他决心带领乡亲们筑好圩堤，把烂水荡改造成良田。他的主张得到妻子翠莲（孙景路暂无内容饰）和民兵队长长根（铁牛暂无内容饰）的支持，岳父邰有才（范莱暂无内容饰）受富农孔炳源（夏天暂无内容饰）影响，想走投机剥削的道路。吉春林一面发动群众，一面征的区里同意，政府贷给他们一笔款，使他们添置了耕牛和工具，并成立了铁木工小组。修堤工程开始后，做投机生意的孔炳源见吉春林挡了他赚钱的财路，怀恨在心。他高价雇工想拆散施工队伍，吉春林识破了他的用心。在一个雷雨之夜，孔炳源跑到圩堤搞破坏，结果被巧英（王褆暂无内容饰）发现......
