Synopsis
老实巴交的作家高文（冯巩 饰）搬入新居，却碰上一个骠悍蛮横混不吝的邻居张勇武（牛振华 饰）。在此之前，张勇武夫妇因各种纠纷已经赶走四位邻居，如今在这栋楼里基本没人敢和他对着干。得知高文的职业，张对高一家还算客气，随后却因养狗扰民的问题和隔壁的刘干部（达式常 饰）发生冲突。 不久，张勇武辞职回家，下海做起龙鱼的生意，生活水平直线提高。刘干部怀疑其从事不法活动，派女儿以找工作的名义到张家侦查。一段时间过去，张勇武的生意越做越火，刘干部还与这个昔日对头尽释前嫌，共同发财。高文将一切看在眼里，却又无法置身事外……
