Synopsis
香港警方在工厦处理一起家庭暴力纠纷时，发现一班形迹可疑的人物，冲锋队布下天罗地网捉拿疑犯，但工厦内一单位却突然发生爆炸…… 重组爆炸单位的过程中惊现大量疑团，警方立即展开深入调查，一个潜在的犯罪行动逐渐浮出水面：一群外籍匪徒制造大量炸药，试图对香港多个大型基建实施恐怖袭击！ 锲而不舍的搜证后，警方锁定当中多名外籍匪徒，为了找到所有炸弹的下落，保证香港市民的生命安全，警务处长制定“守城”行动，警方多管齐下，不同部门协作行动，在匪徒实施袭击前把他们悉数解决，成功守护香港。
