Synopsis
精神失常的罗马皇帝盖努斯·“卡利古拉”（小靴子）·凯撒（公元12-41年）以铁腕统治罗马，任何人只要稍有不顺从，就会遭受酷刑和处决。故事主要发生在他统治的最后一年，卡利古拉因其残暴疯狂的生活方式而失去支持，一位名叫米里亚姆的年轻摩尔女子成为了他的情人，并密谋杀死他，为卡利古拉杀害一位朋友的罪行复仇。尽管卡利古拉疯狂放荡，生活放荡，并施行血腥酷刑，但米里亚姆却在对卡利古拉的私人恩怨和对他的个人感情之间左右为难。
