Synopsis
李西东（陈宝国）回到阔别八年的故乡江川时，百感交集，他是来接替昔日好友、今时阶下囚龚平的市公安局长职务。上任后，面对一堆难治的痼疾，李西东带领干警大刀阔斧展开一系列行动，想尽快恢复警察在百姓心中的威信，然而棘手的事情还是接踵而来。
